Job Duties:

  • You will be responsible for day-to-day technical execution and leadership of the Surface USW project teams.
  • You will conduct in-service, production, and foreign military sales tasking from IWS5B for the AN/SQQ-89(V)15/A(V)15 and DDG1000/AN/SQQ-90 sonar systems.
  • You will provide program direction, oversight, risk management, and leadership to a multi-disciplined team of engineers, scientists, technicians, and software developers.
  • You will directly interact with the Surface Ship USW Combat Systems Program Office (IWS 5B) to establish yearly task assignments, negotiate funding levels, manage workload and provide risk assessment and project status.
  • You will guide and integrate the efforts of task leaders involved in requirements generation, systems engineering, and test and evaluation.
  • You will establish project technical objectives and approaches including scope, schedule, deliverables, and cost as agreed to by the program sponsor.
  • You will work with other NUWCDIVNPT departments, government activities, academia, and industry to acquire needed technical expertise and coordinate joint product development and delivery.
  • You will develop, monitor, and negotiate changes necessary to budget, schedules, and milestones.
  • You will assess program progress/earned value and make adjustments to schedules and resources, as required.
  • You will evaluate technical progress and risk areas, resolve technical conflicts, and make technical trade-offs.
  • You will serve as a recognized authority and expert consultant on Surface Ship Sonar Systems, DoD acquisition, systems engineering, risk management, and program management.

Job Requirements:

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Per E.O. 14043, selectee(s) must be fully vaccinated for COVID-19 by 11/22/2021 or date of employment (whichever comes later) except in limited circumstances where an exception is approved due to a disability or sincerely held religious beliefs.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • FOR THE 1550 Series: This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for the framework role Program Manage, Advanced within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field S (Engineering), Level 3 (Advanced). Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.
